How do I get rid of buckthorn for good?

It takes more than one pass. Cutting alone makes it worse, because it resprouts multiple stems from every stump. The stumps have to be treated, and the seed already in the soil keeps producing seedlings for years, so follow-up matters as much as the first clearing.
